The U.S. Army Contracting Command at Aberdeen Proving Ground, specifically the Natick Contracting Division, is seeking to acquire protection enhancements for existing HDT AirBeam Shelters. These shelters, produced by HDT Engineering Services, Inc., a non-small business based in Fredericksburg, VA, are recognized for their lightweight, compact design and rapid deployment capabilities, serving key roles in Force Provider Base Camps and increasingly in Army medical facilities such as combat support hospitals. The contract focuses on enabling these shelters to provide protection in chemical and biological warfare environments, a capability currently unavailable in production models. The AirBeam technology is proprietary, secured by patents and Small Business Innovation Research (SBIR) data rights, making HDT the sole provider capable of fulfilling this requirement. This procurement will be conducted on a sole source basis under FAR 13.106-1(b)(1), authorizing solicitation from a single source deemed reasonable. The Government plans to award a firm-fixed-price contract for equipment to test and evaluate the enhanced shelter designs in these hazardous environments. While this is not a Small Business Set-Aside, all interested and responsible sources are allowed to submit proposals. Inquiries are directed to the designated procurement specialist, with the notice closing date set for August 27, 2012. The contract is classified under NAICS code 314912 and SIC code 2394, with performance overseen by the Department of Defense’s office in Natick, MA.
