The U.S. Army RDECOM Contracting Center, Natick Contracting Division, acting on behalf of the Warfighter Science, Technology, and Applied Research Directorate, intends to award a firm fixed price purchase order on a sole source basis to Global NetworX Corporation, a small business located in Sharon, Massachusetts. This procurement will supply 100 linear yards each of AuTx Fabric styles S125 and S110, along with two spools of AuTx fiber, for ballistic test and evaluation purposes. The Government has determined that Global NetworX Corporation is the only known domestic supplier of this specialized material, which is critical for ballistic protection research and development. Market research was not conducted due to prior knowledge gained from other government agencies and the supplier itself, confirming the lack of alternative sources. The contract explicitly states that the procurement will not be competitively solicited, emphasizing the unique availability and strategic importance of the material provided by Global NetworX Corporation. Although another company could theoretically resell the fabric, it would likely result in increased costs, underscoring the value of directly sourcing from the manufacturer. The agency will consider any new information from interested parties solely to assess the potential for competitive procurement in the future. Interested entities were invited to express their interest by a specified deadline. The contracting office is located in Natick, Massachusetts, with Steven Streeter serving as the designated contact for this action.

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Warfighter Science, Technology, and Applied Research Directorate (WarSTAR) at the Natick Soldier Research, Development, & Engineering Center, intends to award a firm fixed price purchase order on a sole source basis to: Global NetworX Corporation, a small business located in Sharon, Massachusetts, 02067. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. Nature and description of services or supplies required to meet agency needs: The Government requires 100 linear yards of AuTx Fabric style number S125, 100 linear yards of AuTx Fabric style number S110, and 2 spools of AuTx fiber (reference number AUTX x29.4tpm) for ballistice test and evaluation for ballastic research. A demonstration that the proposed contractor is the only responsible source available to provide these services or supplies: The candidate Global NetworX Corporation is the only known source of this material in the United States. A description of the market research that was conducted and the results, or a statement of the reason market research was not conducted: Market research was not completed as we were made aware of this material through other government agencies as well as from the supplier. Any other facts supporting the use of other than full and open competition: It is important that this material be assessed for ballistic protection. . We have been unable to find any other source for the material requested. It is the requestors understanding that only this source can provide the fiber requested and since the source is the US supplier of this material, the Government would expect to get the best price. It is conceivable that another company could buy the fabric from the supplier and resell to the Government; mostly likely at a higher price. However, this is the only supplier for the fiber in the US. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: contact@example.gov no later than noon on 16 December 2009.
