The Department of Veterans Affairs National Acquisition Center issued a Sources Sought Notice on October 20, 2010, seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) registered in Vetbiz to supply laundry bags under a potential five-year contract consisting of a base year plus four one-year options. The contract aims to provide laundry bags that will be delivered nationwide, including Hawaii, Puerto Rico, Alaska, and Washington, D.C., upon receipt of delivery orders. To qualify as a distributor, the products must be manufactured by a small domestic or outlying area manufacturer from specified U.S. territories and commonwealths. This solicitation is intended to explore a possible SDVOSB set-aside and specifically requests that interested vendors submit capability statements rather than quotes or samples. The contract includes specifications for four types of laundry bags differentiated mainly by size and fabric composition: 18-inch and 26-inch diameter bags made from 100% polyester and 18-inch and 26-inch diameter bags made from cotton/polyester blends (50/50 or 65/35). All bags must meet detailed technical standards, including water resistance, fabric weight, color requirements (red, white, and yellow), labeling, stitching quality, and construction features such as seamless bottoms, pull-over cover flaps, handles, elastic bands, and durability attributes tailored to their intended uses. The polyester bags are designed for use with potentially infectious materials, while the cotton/polyester bags are for environments with no infectious risk. Annual estimated quantities vary by bag type, with the largest volume anticipated for 26-inch polyester bags. The VA strongly emphasizes quality control and care in production to meet the specified stringent manufacturing and performance criteria.
