This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13.5, as supplemented with the additional information included in this notice. A written solicitation will be issued. PAPER COPIES OF THIS SOLICITATION WILL BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N0060409Q0016. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. DFARS Change Notice Edition 20090115. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This requirement will be 100% set-aside for small business. The associated NAICS code is 314912. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Specifications: The 3-Lane Decon Shelter should have three (3) wide lanes and three (3) separate stations for rapid decontamination in mass incidents. The non-ambulatory system should have three hand sprayers in center lane to decontaminate patients. Translucent fabric that allows light to penetrate yet maintains privacy. All electrical devices need to be placed outside the shelter for safety. Should be constructed of material to enhance light weight, strength, and speed in setup. The berm /floor should be inflatable to contain waste water and also so the tubes can be filled with water to anchor shelter. This system should also include a water storage container (500 gallons) for used fluids. Vendor shall provide on-hands training at "no cost" to CSS15 personnel in setup, use and deconstruction of the system.
