Solicitation 830-030-173-01 involves the analysis, recommendation, and design for upgrading HVAC systems at the University of Illinois - Chicago. The project focuses on three specific facilities: the College of Nursing, the Medical Center Administration building, and the Physical Education Building. The scope of work includes upgrading air handling units, fan coil units, variable air volume boxes, variable frequency drives, instrumentation, and communication devices for building automated systems, as well as necessary piping, ductwork, insulation, and interior finishes or lighting. Because the buildings will remain occupied and may contain hazardous materials, work must be prioritized based on funding. Additionally, the State Historic Preservation Office must be consulted throughout all phases of the project. The estimated total project cost is 19,970,500 dollars, with an appropriated amount of 18,282,000 dollars. Notably, 1,688,500 dollars is designated for Owner's Costs and is unavailable for design and construction. The selected Architect/Engineer is responsible for ensuring the design remains within budget, complying with the Illinois Stretch Energy Code where applicable, and pursuing all available utility incentives, energy grants, and rebates. The project will utilize a Construction Manager, and the A/E is encouraged to use independent cost estimators to avoid bid overruns. Requirements include 4,000,000 dollars in professional liability insurance and adherence to the Illinois Works Jobs Program Act Apprenticeship Initiative for prevailing wage eligible work. Interviews are tentatively scheduled for January 7, 2027, with final selections presented on February 9, 2027.
