The Defense Logistics Agency, Defense Supply Center Philadelphia, plans to negotiate a sole source contract for the Advanced Bomb Suit and Helmet System currently utilized by the U.S. Army. This procurement involves purchasing sustainment quantities of 20 Advanced Bomb Suits, model EOD-8, and 14 EOD-8 Helmet Systems from Med-Eng Systems, Inc., a Canadian manufacturer. The contract is necessary to maintain compatibility with existing fielded equipment, including communications and Nuclear, Biological, and Chemical protection capabilities. The EOD-8 Bomb Suit is recognized as a proven, proprietary technology that uniquely meets the stringent requirements set forth in the Operation Requirements Document (ORD), especially in terms of design, ballistic protection, blast and impact resistance, and component integration. Due to the specialized nature of the advanced bomb suit system and the lack of equivalent commercial off-the-shelf alternatives fulfilling the ORD's criteria, this acquisition will proceed as a sole source procurement directly with Med-Eng Systems. Drawings are not available, and no competitive request for proposals will be issued; however, interested parties may submit capability statements within 15 days of the announcement. The contract references solicitation number SP0100-06-R-0030 and aligns with NAICS code 339113, relating to surgical appliance and supplies manufacturing. The contracting officer overseeing this acquisition is John S. Dempsey.
