The contract concerns the procurement of the Advanced Combat Helmet Generation II (ACH GEN II) by the Army Contracting Command at Aberdeen Proving Ground. This initiative aims to develop and supply a next-generation protective helmet that reduces Soldier burden by being lighter in weight while maintaining or enhancing protection levels compared to the legacy ACH. The ACH GEN II is a critical safety item designed to protect Soldiers from projectile penetration and blunt force trauma, with specific performance requirements such as limiting head acceleration to less than 150 g. Weight standards vary by size, with maximum allowable weights ranging from approximately 2.5 to 3.3 pounds depending on helmet size. The Government plans to award a single, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with a maximum potential quantity of 100,000 helmets. Offerors must submit proposals including up to two helmet designs and provide samples to the Aberdeen Test Center (ATC) for ballistic and non-ballistic performance testing. Establishing an account with ATC is mandatory and can take 30-60 days, as testing is a prerequisite for proposal evaluation. The solicitation documents will be posted electronically around October 16, 2015, and all respondents are responsible for obtaining these from the designated FedBizOpps website. The contract falls under NAICS code 339113, which covers manufacturing helmets for protective purposes other than athletic use.
