The Human Systems Wing (HSW/YASK) plans to award a five-year indefinite delivery, indefinite quantity (IDIQ) contract to Mustang Survival for approximately 580 Advanced Technology Anti-G-Suits (ATAGS). Mustang Survival, located in Richmond, BC, Canada, is the sole qualified supplier for these suits, which correspond to three specific part numbers (261002-02, 261002-05, and 261002-08). The initial task order will involve an estimated delivery of 90 ATAGS. The contract justification is based on the authority that only one responsible source is capable of fulfilling the agency's requirements, thus limiting competition in this acquisition. Solicitation for this procurement will be posted on the federal contracting website around January 30, 2004, and requests for the solicitation via other modes will not be accepted. Questions or concerns related to the acquisition can be directed to the contracting officer, Sarah J. Byrum, with further escalation available through an appointed Ombudsman, Michael Higgins, who provides a confidential channel for unresolved contractor issues. The role of the Ombudsman is to facilitate communications without participating in the evaluation or selection process and aims to ensure fair handling of concerns. The contract falls under the Department of Defense, specifically the Air Force Materiel Command, and is intended to support the operational needs related to pilot safety gear at Wright Patterson Air Force Base.
