This contract covers the acquisition of maternity coats and trousers for three types of military uniforms: the Battle Dress Uniform (BDU), Army Combat Uniform (ACU), and Operational Dress Uniform (ODU). Specifically, it includes six items—three coats and three pairs of slacks—each defined by specific National Stock Numbers (NSNs) and governed by military specifications and pattern dates ranging from 1986 to 2006. The procurement will be conducted through a Best Value/Source Selection process, resulting in a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract featuring a base year plus two one-year option periods. The base year guarantees a minimum order of 25,000 units and caps at 50,000 units, with option years set at a minimum of 20,000 and a maximum of 50,000 units. These quantities may include any combination of the six contract items. Bidders will be required to submit technical proposals addressing product demonstration, past performance, mentoring plans, socioeconomic considerations, and JWOD (Job’s Welfare or Opportunity) compliance. Production lead times are set at 120 days for the initial order and 90 days for subsequent orders. The solicitation and related documents will be available exclusively online through the Defense Logistics Agency's DIBBS (DLA Internet Bid Board System) starting around mid-December 2006, with specific instructions for vendor registration and user management provided to facilitate access. The contract must comply with restrictions under the Berry Amendment and related Defense Federal Acquisition Regulation Supplement (DFARS) clauses, mandating that clothing and textile items be sourced and produced within the United States or its territories unless exceptions apply. Communication regarding specifications and patterns is directed exclusively through designated web portals rather than through direct contact with contract specialists.
