This contract involves the procurement of the M-1950 parachutist case without a lowering line, specified under MIL-C-10922G dated February 20, 1985. The orders will be fulfilled at two designated locations: DDSP New Cumberland, Pennsylvania, and DD San Joaquin, California. For the base year, the government intends to purchase between 1,400 and 3,700 units, with two subsequent option years allowing for purchases between 1,300 and 4,100 units annually. Deliveries are divided into three shipments, scheduled to commence 150 to 210 days after the contract award. The contractor is responsible for supplying all materials for fabrication. This procurement is classified as a Best Value Procurement, with evaluation factors including product demonstration models, past experience and performance, surge capacity, and participation in the DLA Mentoring Business Agreements Program. Since this is a military-unique item with no commercial equivalent, strict compliance with Defense Federal Acquisition Regulation Supplement (DFARS) clauses is mandated, particularly regarding sourcing of materials under the Berry Amendment to ensure domestic content. The contract is a total small business set-aside, and solicitation documents are managed electronically via the DLA Procurement Gateway, requiring vendor registration for access and notifications. This approach streamlines procurement notifications and supports small business participation in producing this specialized military product.
