This contract solicitation, numbered SPM1C1-07-R-0075, covers the procurement of Army Combat Uniform coats and trousers with specific National Stock Numbers (NSNs) and detailed specifications for both items. The contract includes a base period along with four option years, specifying minimum and maximum purchase quantities for coats ranging from 520,000 to 3,000,000 units and for trousers from 600,000 to 3,000,000 pairs. Items come in 34 sizes, with production lead times initially set at 150 days post-award and a reduced lead time of 90 days for follow-on delivery orders. Delivery is destination FOB to a designated military distribution center in Pennsylvania, with all fabric and materials to be supplied by the awarded contractors. The solicitation is structured as multiple awards across three set-aside categories: 60% for Small Business (split among four awards), 15% for HubZone businesses (two awards), and 25% unrestricted (two awards), all on a firm fixed price basis. The contracts will be of the indefinite delivery indefinite quantity (IDIQ) type awarded under a Best Value evaluation, prioritizing a technical proposal that includes a product demonstration model, experience, surge capacity, and socioeconomic considerations. Compliance with the Berry Amendment is required, ensuring that textiles and specialty metals used are primarily manufactured in the U.S. The solicitation, anticipated to be issued around mid-April 2007, will be available electronically via the DLA’s DIBBS website, which also provides vendor registration instructions. Key contacts for the solicitation include named contract specialists who can be reached via phone and email for further details.
