This contract is for the acquisition of 1,500 units of Cold Weather Coats conforming to MIL-DTL-43455K specification dated January 11, 2005, with a pattern date of December 16, 1999. It is an unrestricted, definite delivery contract with a production lead-time of 90 days following award. The evaluation for award will consider the Product Demonstration Model (PDM), price, and delivery schedule. Interested manufacturers are directed to obtain necessary specifications, patterns, and drawings through the Defense Supply Center Philadelphia (DSCP) online contracting system rather than contacting the acquisition specialists directly. Solicitations will be posted exclusively on the Defense Logistics Agency's electronic procurement platform, DIBBS, which requires vendor registration linked to the Central Contractor Registration (CCR) system. The contract includes compliance with the Berry Amendment and other relevant statutes mandating that clothing and textile items, and related materials, must be sourced or produced within the United States or its territories, except as specified by Defense Federal Acquisition Regulation Supplement (DFARS) exceptions. The contract falls under NAICS code 315299. The points of contact for this procurement are contract specialists Melissa B. Fisher and Christine A. Hertkorn. This streamlined, web-based procurement process ensures access to technical data and solicitation documents via official DLA portals, supporting efficient vendor participation and transparent government acquisition practices.
