EVALUATION FACTORS The Government will award an IDIQ contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The following factors shall be used to evaluate offers: (1) technical acceptability which is pass/fail (step 1); (2) technical quality of the product (step 2); and (3) price. The Government will perform a two-step evaluation. In step one, the initial evaluation will ensure that the sample is in compliance with the stated requirements (e.g., made in the USA, location of the embroidery, correct color of the shirt). Any sample not meeting the stated requirements will be found technically unacceptable. Samples meeting step one will then be tested for quality. Quality testing is defined as a durability test. Testing will take three days and will consist of each shirt being worn for one day, then washed, worn a second time for one day, washed, worn a third time for one day, and finally washed a third time. Wash and wear evaluation will be on the lack of shrinkage, minimal fading, the look of the embroidery, the look of the imprint (for each white shirt) and the samples overall durability after three wearing and three washings. Quality ratings will be provided as Excellent, Very Good, Satisfactory (Acceptable), Poor (Unacceptable). Note that delivery of all items must be within 30 days of award of each delivery order (not of the IDIQ). ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ VII.
