The United States Army has a requirement for the production of the next generation of Fire Resistive (FR) clothing and equipment for Combat Vehicle Crewman (CVC) and Aviators. This clothing and equipment, which will be called Fire Resistant Environm ental Ensemble (FREE), is expected to replace the FR items currently in the US Army supply system. Although the use of performance attributes in this procurement will allow the contractor some discretion in the final configuration of this (or any) perform ance-based system, the Government envisions that FREE will consist of: a t-shirt, boxer brief, sports bra; base layer top and bottom; mid-weight top and bottom; windshirt jacket and pant; an insulated soft shell jacket, pant, and vest; hard shell jacket a nd pant; socks; hot and cold weather balaclava; cold weather gloves; and rigger belt. The FREE will be compatible with all individual Soldier tactics, techniques, procedures, and individual equipment. The requirement is to procure a maximum of 300,000 systems under a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract(s). Award(s) will be made to the best value proposal, which is determined to be the most beneficial to the Government. The Government reserves the right to award multiple contracts.
