This contract involves the procurement of the Hat, Sun, Hot Weather, Type V (Air Force Sun Hat), with an anticipated award under Best Value/Source Selection procedures and set aside exclusively for small businesses. The procurement will be conducted through a negotiated Indefinite Delivery contract, covering a minimum order of 20,000 hats and a maximum of 60,000 hats. The contract will include a base year with four one-year option terms, requiring vendors to submit a technical proposal evaluated on a product demonstration model, past experience and performance, and a Defense Logistics Agency (DLA) mentoring plan. The hats must meet the MIL-H-44105B specification dated March 1992 with a pattern date from April 1995. Access to specifications, patterns, and drawings will be handled through web-based systems made available by DLA, eliminating the need to contact the contract specialists directly for such requests. Solicitation documents will be posted electronically via the DLA Internet Bulletin Board System (DIBBS), with detailed instructions on registration and system use provided, including necessary registrations in the Central Contractor Registration (CCR) system and obtaining a Commercial and Government Entity (CAGE) Code. Additionally, compliance with the Berry Amendment is required, meaning that the hats must be produced using materials and components grown, reprocessed, or manufactured within the United States or its territories unless specific exceptions apply under DFARS regulations. Contract specialists Leighann Mazoki and Christine Hertkorn are listed as points of contact for additional information.
