This contract is for the procurement of 20,000 units of the Winter Flyer's Helmet, meeting the MIL-DTL-83776B specification dated March 19, 2001, with the original pattern dating back to June 21, 1966. It is an unrestricted acquisition under a definite delivery contract, requiring a production lead time of 120 days from the award date. Award evaluation will focus on a Product Demonstration Model, vendor experience and past performance, as well as a Defense Logistics Agency (DLA) mentoring plan. Manufacturers needing specifications or pattern information must request these electronically through the DLA Supply Chain Program’s online contracting and specification ordering system; direct contact with the contract specialists for these requests is discouraged. The solicitation details and amendments will be available exclusively online via the DLA Internet Bulletin Board System (DIBBS), with vendor registration requiring active Central Contractor Registration (CCR) and a Commercial and Government Entity (CAGE) Code. The DIBBS platform enables a designated Super User to manage account access for multiple users within an organization. Compliance with the Berry Amendment is required, meaning the helmets and their components must generally be produced or processed in the United States or its territories, unless specific exceptions apply. Additional technical data requests can also be made online through the DLA’s Textile Technical Data Repository. Contact points for the solicitation include designated contract specialists with the Defense Logistics Agency for any further inquiries.
