The United States Army Research, Development & Engineering Command (RDECOM) Natick Contracting Division plans to award a contract to Pioneer Adult Rehabilitation Center in Clearfield, Utah, to supply specific military kits, including 10 High Angle Mountaineering Kits and 10 Assault Climber Team Kits. This procurement will be conducted under other than full and open competition due to the unique capability of the contractor to provide all required items in the kits as specified in the designated Purchase Descriptions. Extensive testing by the Maneuver Center of Excellence demonstrated that no other vendors could fulfill the complete requirements without splitting the procurement into multiple contracts. Pioneer Adult Rehabilitation Center, operating under the AbilityOne Program and affiliated with NISH, has previously successfully manufactured and developed related kits for the military, confirming their exclusive ability to meet this need. Market research included national trade conferences, ongoing vendor contacts, and consultation with Army subject matter experts to evaluate available sources and product compliance, concluding no competitive alternatives exist that can supply the kits as required. The kits specified include components consistent with those used in the Marine Assault Climber Kit, which has been successfully integrated into the Federal Procurement List. Interested parties wishing to demonstrate capability can respond to the acquisition center before the synopsis expiration date. This contract supports a sole-source acquisition strategy emphasizing the specialized expertise and ready availability of the contractor within the constraints of the AbilityOne Program.
