The MICC-DOC Fort Rucker plans to award a sole-source firm fixed price purchase order to EFW, Incorporated for Helmet Suspension Systems used with the Integrated Helmet and Display Sight System (IHADSS) helmet. EFW, Incorporated is the only authorized supplier because it purchased the IHADSS product line along with all related intellectual property and technical data, thereby uniquely qualifying it to provide these suspension systems. This procurement will be conducted under simplified acquisition procedures and is exempt from full and open competition as permitted by FAR 6.302-1. The notice clarifies that it is not a solicitation nor a request for quotes, and no written solicitation will be issued. Information from interested contractors must be submitted by a specified deadline for the government’s consideration in deciding whether to pursue a competitive acquisition, though the intent remains a sole source award. The contract incorporates a series of standard federal clauses and provisions effective through early 2011, including terms for commercial items, authorized deviations, electronic payment submissions, and required registration. The procurement falls under NAICS code 339113 with a small business size standard of 500 employees. The Department of Defense office responsible for the acquisition is located at Fort Rucker, Alabama, with Daphne Foster serving as the point of contact for inquiries. This purchase order supports continued production and maintenance of critical helmet suspension systems exclusively available through EFW, ensuring compatibility and technical compliance with existing IHADSS helmets.
