The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. Solicitation # RequestForInformationOnCombatBootSock
The U.S. Marine Corps Portfolio Acquisition Executive Marine Corps is conducting market research through a Sources Sought Announcement to identify potential manufacturers for a high-performance combat boot sock. Designed for Department of Defense personnel operating in temperatures above 20 degrees Fahrenheit, the socks must be Berry Amendment compliant domestic productions. The required design is an over-the-calf length featuring cushioning to prevent blisters, graduated compression to promote blood flow, a non-slip top cuff, arch support, and nylon reinforcement at the heel and toe. Material specifications require a minimum of 52 percent wool (25 microns or finer), 20 percent nylon, and 1 percent spandex, with a strict prohibition on cotton and rayon fibers. The socks will be required in four classes: Marine olive drab green, black, coyote 498, and undyed/natural, across sizes small through extra-large.
