84--Notice of Intent to Sole Source - Angel Armor

The Department of the Interior, on behalf of the National Park Service, intends to sole source a procurement to Angel Armor, LLC for External Vest Systems (EVS) to equip new law enforcement trainees. This action is justified by the exclusive availability of LESES-approved carriers, of which only two models exist and both are manufactured solely by Angel Armor, fulfilling mandatory compliance requirements under DOI/NPS RM-9 Chapter 29. The acquisition consists of an immediate one-time Firm-Fixed-Price purchase order for 75 units to be delivered by August 2026, followed by a single-award, FAR Part 12 Commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year ordering period, a minimum guarantee of 500 units, and an estimated quarterly ordering cadence of approximately 75 vests. The estimated total ceiling value for the IDIQ ranges between $950,000 and $975,000. Each vest system must feature a custom-sized, load-bearing carrier in male and female cuts with an adjustable bellyband and secure side overlap, integrate a quick-release duty belt and snap-in rifle-plate system, include front side-load rifle-plate pockets for rapid up-armor, be compatible with optional air-channel heat-management inserts, and meet NIJ-compliant, law-enforcement-grade standards with full compatibility with the NPS ballistic panel program. The procurement is being conducted under deviated versions of the Federal Acquisition Regulation implemented under the Revolutionary FAR Overhaul initiative, and no competitive solicitation will be issued, as this notice serves solely as a transparency mechanism.
