The Federal Motor Carrier Safety Administration (FMCSA) plans to establish a sole source nationwide Blanket Purchase Agreement (BPA) with Galls Inc., based in Lexington, Kentucky, to supply inspector, officer, and worker uniforms. The contract covers key uniform items including navy Battle Dress Uniform pants, t-shirts, baseball caps, boots, and coveralls, all featuring intricate and distinctive designs. Uniforms procured must match exactly the quality, colors, durability, and emblem/logo layout already used by FMCSA to maintain consistency across the nation. Galls Inc. is the only vendor capable of meeting these specific requirements, as they currently hold and maintain the approved FMCSA logos, colors, and embroidery thread specifications essential for uniform production. The BPA will be effective for two years from the award date, with orders placed as needed, estimated to average $29,000 annually. The sole source approach is justified under FAR 6.302-1, as no other suppliers can fulfill the agency’s stringent requirements for uniform consistency and approved design. The Department of Transportation’s Office of Acquisition Management oversees this procurement, and points of contact are provided for further communication. This arrangement ensures uninterrupted provision of standardized, high-quality uniforms critical for FMCSA personnel nationwide.
