The Department of Veterans Affairs, Network Contracting Office 5, plans to award a sole source, firm-fixed price purchase order to Standard Textile Co., Inc. for patient gowns required at the Washington DC VA Medical Center. This procurement is being conducted under FAR 13.106-1 due to urgent need and nationwide shortages of personal protective equipment (PPE), which creates significant barriers to competition as most vendors are out of stock. Standard Textile Co., Inc. meets the required specifications and delivery deadlines, and their price aligns with the independent government cost estimate. The acquisition, valued at approximately $20,000, is expected to be awarded on or before December 23, 2020. The VA is taking this approach to avoid delays and additional costs associated with competition, emphasizing that patient care could be negatively impacted by any disruption. Although this notice is not a request for competitive quotes, interested parties may submit statements of interest and capability by December 22, 2020, presenting clear and convincing evidence that competition would be beneficial. The VA will continue to monitor market conditions and intends to return to full and open competition as the supply situation stabilizes. All responses should be sent to Stephanie Henderson via email, with no telephone inquiries accepted.
