The U.S. Department of Homeland Security, in collaboration with the U.S. Department of Agriculture's Agricultural Research Service at the Plum Island Animal Disease Center, plans to procure 36 head of cattle from Thomas D. Morris Inc. for delivery in late April and May 2006. This purchase supports research focused on accelerating the development and testing of vaccines and antivirals against foot-and-mouth disease in livestock. Due to the critical importance of minimizing variability in vaccine trials, the government has determined that acquiring cattle from a single, reliable supplier close to the East Coast is essential. Thomas D. Morris Inc. has a proven track record of providing healthy, homogeneous animals, which ensures consistency in testing and reduces the risk of delays caused by receiving compromised livestock. The proximity to the research facility also helps reduce shipping costs and logistical challenges. This procurement will be conducted through sole-source negotiation under the authority of FAR 6.302, with no formal solicitation issued, as the government has determined that competition is not feasible for this specific requirement. The anticipated contract award date is April 25, 2006. The notification clarifies that the government will not reimburse any costs involved in preparing responses to this announcement. The contracting office responsible for this acquisition is located in Washington, DC, with designated points of contact for contract administration.

Full Description

The U.S. Department of Homeland Security, and the U.S. Department of Agriculture, ARS, at the Plum Island Animal Disease Center, Orient Point, New York, intends to negotiate solely with Thomas D. Morris Inc., 4001 Millender Mill Rd, Reisterstown, MD for the purchase of 36 head of cattle to be delivered during late April and May 2006. In FY 2005 the Department of Homeland Security (DHS) funded the Agricultural Research Service (ARS) through a reimbursable agreement to accelerate development and testing of vaccines and anti-virals against foot-and-mouth disease in livestock. A significant part of this work involves testing combinations of vaccine, adjuvants and anti-virals in cattle. In order to minimize variability between tests and variation coming from animals, it is important to obtain homogenous animals from reliable suppliers who are AAALAC approved. It is important that these suppliers are located close to the East coast so that stress associated to long transportation times are avoided. All previous vaccine trails have been carried out with animals from this supplier and have yielded consistent and reportable results. The proximity of the supplier to the Plum Island Animal Disease Center minimizes the shipping costs and logistics of ordering and receiving animals at this laboratory. Most importantly, the animals from Thomas Morris are of a consistent quality in health and vitality, eliminating the common experience of receiving sick or otherwise compromised animals and having to reschedule trials after replacement animals are received. This notice is neither a request for quotations nor a solicitation of offers. Based on the requirements for the above system, the Government intends to solicit and negotiate with one source under the authority FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis is solely within the discretion of the Government. No formal solicitation package is available. The Government anticipates award on April 25. The Government will not be responsible for any costs in the preparation of responses to this announcement.

Recoverable Small Unmanned Aircraft Systems for Frontline Operational Awareness and Surveillance Missions
Solicitation # 70RSAT26RFI000030
The Department of Homeland Security, through the Drone Development Program, is conducting market research via Request for Information 70RSAT26RFI000030 to identify recoverable, reusable, lightweight, and rapidly deployable small unmanned aircraft systems. These multirotor systems are intended to support a wide range of frontline missions, including surveillance, search and rescue, incident response, perimeter security, disaster assessment, maritime awareness, and law enforcement support. DHS is seeking complete kits that include the air vehicle, ground control station, electro-optical or infrared camera payloads, and necessary training and support materials. Key requirements include NDAA compliance and adherence to Blue UAS, Green UAS, or equivalent cybersecurity and supply chain maturity standards. This RFI is for market research purposes only and does not constitute a formal solicitation. However, the government is requesting estimated pricing for quantities ranging from 10 to 50,000 units, noting a target price of approximately 3,000 dollars per kit for high-volume production. Future acquisition strategies may involve a multiple-award IDIQ, catalog-based ordering, or a phased award approach. Interested respondents must submit a cover page, a completed summary table, and a narrative response not exceeding three pages to DHSDPD@hq.dhs.gov by November 5, 2026. Evaluation of potential systems may eventually focus on rapid deployment, video quality, range, endurance, and the ability to scale production.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.
