A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Friday August 10, 2012 by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Colville INC DUNS: 175470509 FOR : Fuel Purchase for Arctic NWR Galbraith Lake ON: 08/10/2012 NAICS: 454312 Liquefied Petroleum Gas (Bottled Gas) Dealers AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: This is a Special Notice (RFQ) unusual and compelling urgency for 1500 gallons of 100LL Aviation Fuel, Base with 4 Option Years. The combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) in Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation. This combined synopsis/solicitation, number F12PS00863 is a Total Small Business set-aside. This requirement will result on a fixed priced purchase order. The applicable NAICS code is 454312 and the business size is 50 Mil. This request is issued as a Request for Quotation (RFQ) for 100LL Aviation Fuel.
