THIS IS A NOTICE OF SOLICITATION ISSUANCE. The Defense Supply Center Philadelphia (DSCP), 700 Robbins Avenue, Philadelphia, PA has issued a solicitation for Nonmetallic Special Shaped Sections, NSN 9390-01-348-6598. This item is somewhat similar to an O-ring. NSN 9390-01-348-6598 is source controlled to Parker Hannifin Corporation by the Strike Weapons and Unmanned Aviation Program in accordance with the technical drawing package. THE EXACT PART NUMBER IS REQUIRED: P/N JCM-16664-001. This is a designated Critical Item. Offerors not cited as approved sources are required to obtain source approval from the OEM (Original Equipment manufacturer). EXACT PRODUCT is defined in DLAD 52.217-9002, CONDITIONS FOR EVALUATION AND ACCEPTANCE OF OFFERS FOR PART NUMBERED ITEMS. If an alternate product is furnished under a contract or order for an exact product, the alternate product will be an unauthorized substitution, and may yield criminal penalties in addition to any civil remedies available to the Government.All authorized distributors and/or dealers are welcome to bid. The NSN has been classified as Commercial since the items has been determined to be of a type that is sold commercially. See FAR 2.101. The necessary Government unique design alterations are considered minor to the end item, in accordance with DLAD 12.1. MIL-STD-2073-1D, 15 DEC 1999 applies. The solicitation was issued on an unrestricted basis with the resultant contract being a 5-year Indefinite Quantity Contract (IQC) for a one (1) year base period plus four (4) one-year Option periods. The following quantity estimates are 2,728 each (units) for the year 1 of the base period and 2,500 each (units) for each Option year. The total estimated value of the five year contract is $1.8M. Delivery will be made FOB Destination to New Cumberland, PA 17070-5001 and/or Tracy, CA 95376-5000 or both and is requested within 120 days after receipt of order. Radio Frequency Identification will be required for shipments. It is possible that the anticipated contract could be awarded on a sole source basis depending on the number of authorized dealers bidding, therefore, Numbered Note 22 applies. This procurement will be evaluated utilizing trade off source selection procedures primarily based on Past Performance. Trade Agreements Act of 1979 does not apply. Solicitation SPM08E0-07-R-0018 was issued on August 2, 2007 with an estimated closing date of September 4, 2007. The anticipated award date is October 31, 2007.
