Full Description

The U.S. Army Corps of Engineers, Pittsburgh District, has a need for the fabrication and delivery of lock dewatering struts and associated hangers for the Dashields Lock and Dam located near Pittsburgh, Pennsylvania. Each finished strut assembly shall consist of a 5-foot diameter steel pipe with a total length of approximately 110-feet with associated connections, bearing plates, shims, and hangers. The contract will consist of a base plus three options. The Base contract will consist of fabrication and delivery of nine (9) Lock Strut Assemblies, sixteen (16) HF1 Hanger Assemblies, and two (2) HF2 Hanger Assemblies, including all metalwork fabrication shop assembly, and delivery. Option A and Option B will each consist of fabrication and delivery of two (2) Lock Strut Assemblies and four (4) HF1 Hanger Assemblies, including all metalwork fabrication, shop assembly, and delivery. Option C will consist of fabrication and delivery of three (3) Lock Strut Assemblies and six (6) HF1 Hanger Assemblies, including all metalwork fabrication, shop assembly, and delivery. All struts, hangers, miscellaneous steel, and any other required materials shall be delivered to the Pittsburgh Engineer Warehouse and Repair Shop (PEWARS), Neville, Island, Pittsburgh, Pennsylvania within 548 days after receiving Notice to Proceed (NTP). All struts and hangers shall be delivered by barge and the Contractor shall deliver all awarded struts and hangers at the same time. Upon delivery to the PEWARS dock front, products will be off-loaded from the Contactor's barge (s) or stored in the barge (s). Unloading of completed struts and hangers will be performed by the Government. This procurement is a 100% small business set-aside. NAICS is 332312, size standard is 500 employees. The Invitation for Bid (IFB) will be issued approximately June 9, 2015 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored.
