The Naval Facilities Engineering Command Headquarters plans to release a solicitation for the fabrication, testing, and delivery of the INLS/ABLTS Interface System (IAIS), which is designed to mount the Amphibious Bulk Liquid Transfer System on Improved Navy Lighterage System modules. The IAIS includes specific components such as hose reel interface frames, a bow chute interface frame, and a shear connector cover assembly. These components serve to secure and protect the ABLTS hoseline on the INLS modules, particularly focusing on safe positioning and guarding against damage. The contract will be a Firm Fixed Price award covering a base year and two option years, with a total of fourteen IAIS systems and one shear connector cover expected. Procurement will be phased: five systems and one cover in the base year, four systems in the first option year, and five systems in the second option year. The contractor must supply all labor, materials, and support needed to fabricate, inspect, test, coat, mark, package, and deliver these components, alongside providing the necessary facilities, except for Government Furnished Equipment. This is a newly issued requirement and a 100% small business set-aside, with eligibility limited to businesses meeting the NAICS code 332312 size standard of 500 employees or fewer. The solicitation will be available around January 9, 2007, and interested parties can download it from the NAVFAC website. Correspondence and inquiries are directed to the designated Contracting Officer, with all responsible small business sources encouraged to submit proposals for consideration.

It is anticipated that the Government will award a Firm Fixed Price contract for a base year and two one-year option periods. The requirement consists of the fabrication, test, and delivery of fourteen (14) IAIS systems and one (1) IAIS Sheer Connector Cover: five (5) IAIS systems and one (1) IAIS Sheer Connector Cover are to be procured in the base year; four (4) IAIS systems are to be procured in Option I; and five (5) IAIS systems are to be procured in Option II. The contractor shall also provide the facilities and services necessary to perform the requirements of this contract with exception of the equipment provided as Government Furnished Equipment. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. This requirement is a 100% Small Business Set-aside. The Government will only accept offers from small business concerns. The North American Industry Classification System code for this requirement is 332312, with a size standard of 500 employees. This is not an invitation for bids and the information presented in this announcement will not obligate the Government in any manner.
