The C2ISR Directorate's Operational C2 Division at Hanscom AFB plans to award an indefinite delivery indefinite quantity (IDIQ) contract to The AEgis Technologies Group, Inc., the current contractor, for continued software integration, development, and maintenance support of the Air Force Modeling and Simulation Training Toolkit (AFMSTT) program. This sole source contract will have a maximum ordering value of $55.9 million and cover tasks essential to the program, including secondary research and development (R&D), primary and secondary operations and maintenance (O&M), technical refresh, certification and accreditation, interoperability initiatives, systems engineering, program management, and support for development/test environments and events. The award is necessary to transfer primary and secondary operations under the previously awarded AFMSTT contract to this new IDIQ structure, with a performance period from award date through April 27, 2013. This contracting action is authorized under federal regulations allowing follow-on contracts to the original source when highly specialized services are involved and awarding to another party would cause unacceptable delays. The notice does not represent a request for proposals, nor does it restrict the Government’s acquisition strategy, although responses submitted within fifteen days will be considered. The Government intends to make the award around March 25, 2011, and no technical data or drawings are available for release. Proprietary information provided in responses will be protected, and respondents will not be compensated for submission costs.
