Full Description

The FAA intends to award a contract on a single source basis to the Northrop Grumman Corporation for near term, critical, service and safety related Airport Surveillance Radar Model 9 (ASR-9) sustainment activities. These include: A. Production of spare Modulator Pulse Assemblies built to the current ASR-9 baseline configuration. B. Development, production, testing and implementation of ASR-9 transmitter upgrades for all ASR-9 sites. This includes modification of the Modulator Pulse Assembly, backplane wiring, cables and circuit boards. C. Development, production and implementation of antenna reinforcement kits and antenna pedestal upgrade kits for all systems. D. Analysis of design for center waveguide run, modification of external waveguide, and production and implementation of waveguide changes for all systems. E. Complete development of functionality of the Remote Monitoring System (RMS) processor, and production, test and implementation of redesigned RMS processor for all systems. As the sole designer and producer of the ASR-9 radar, this contractor has the unique experience, and intimate knowledge, expertise and familiarity with the original design as well as with modifications made subsequent to fielding necessary to conduct the re-design, development and implementation required of these near term, critical service and safety related sustainment activities. Further, (1) in that the required effort entails disassembly and reassembly of both internal and external components to commissioned radar systems, and (2) in that these systems are critical to the safe conduct of air traffic operations within the terminal environment at the nations busiest airports, and (3) in that due to the declining condition in both the ASR-9 transmitter and antenna areas - and the consequential risk to service in the event of a failure - time is of the essence, it is determined that utilization of the Northrop Grumman expertise and experience on commissioned ASR-9 systems assures the safest and most expeditious implementation of this sustainment effort.
