The General Services Administration's Public Building Service plans to award a contract to Architectural Computer Services (ARCOM) under a simplified acquisition procedure authorized by FAR 6.302-1, citing that only ARCOM can fulfill the agency's specific requirements. This procurement involves professional services to assist GSA staff in updating Division 1 documents and converting the agency’s fire/life safety and mechanical sections to the 2004 edition of CSI/CSC’s MasterFormat. Additionally, the updated GSA version of MASTERSPEC will be distributed to licensed users via the MASTERSPEC CD-ROM system and ARCOM’s website. The intended contract will be awarded through negotiation with a single source, and the NAICS code for this procurement is 519190. Interested firms are invited to submit a two-page qualification statement demonstrating their ability to provide the required services by the specified deadline of August 23, 2007, although this notice does not constitute a request for competitive proposals. The government will review responses solely to determine whether a competitive procurement should be pursued and retains full discretion not to proceed with the contract based on the submissions. All inquiries are to be directed by email to the designated contract specialist, Tina Penny, and firms should identify their business status, such as HUBZone, service-disabled veteran-owned, 8(a), women-owned, small, or disadvantaged businesses. The contract will be managed through the PBS Acquisition Support Division based in Washington, DC.
