The contract calls for the construction of a bioengineered bankline using densely packed coconut fiber blocks designed to provide structural support and erosion control along priority streambank sites at Cochiti and Corrales. These blocks, each weighing no more than 100 pounds and measuring 16 inches tall by 9 inches thick, will be arranged in three offset lifts, with each line of blocks shifted 2 feet toward the bankline from the layer beneath. The blocks are accompanied by woven coir fabric extending from both the top and bottom, overlapping adjacent blocks by at least 6 inches, and secured with biodegradable wooden stakes. The material specifications ensure a minimum dry fabric strength of 1100 lbs/ft, and all components must be durable enough to protect against erosion until coyote willow plantings become established at a density of 2-3 poles per foot. A total of 4,500 linear feet of blocks and 5,000 stakes will be required for the Cochiti site, with an additional 1,500 linear feet of blocks and 2,000 stakes for the Corrales site. The blocks must be proven erosion control products that allow for easy installation handled by two persons and capable of being anchored as necessary. The contract is a total small business set-aside issued by the Denver Federal Center under the Department of the Interior, emphasizing strict adherence to these specifications without exceptions.
