The U.S. Army Contracting Command - New Jersey, on behalf of the Army’s Benet Laboratories at Watervliet Arsenal, intends to award a sole source purchase order to Arnold Defense and Electronics LLC for two bore cleaning systems designed for 105mm and 155mm cannon systems. The contract stipulates that the cleaning systems must operate without the need for cleaning chemicals or lubrication, utilizing brushes capable of cleaning rifled bores with interchangeable heads for cleaning, wiping, and lubricating. The systems are required to be powered by a compressed air source common in military environments, portable for use both on and off the vehicle, operable by a single person, and capable of being loaded from either end of the tube without additional space beyond standard working areas. The cleaning cycle is to be efficient, with a complete pass and return taking about one minute, and the overall cleaning process five to fifteen minutes. Quick-release couplings and hands-free operation are also required. This procurement is conducted under a sole source justification authorized by FAR 6.302-1(a)(2)(ii)(A) due to duplication costs, with the Airnesco Bore Cleaning System from Arnold Defense and Electronics being the only available product meeting all the Army’s unique requirements. While responsible offerors may submit capability statements or quotations, this notice is not a request for competition, and the government reserves the right to award without discussions. The contract will incorporate standard clauses by reference, and post-award terms will be accessible electronically. The solicitation was posted in April 2015, with a closing date for responses of April 29, 2015, and Lauren McDermott is the designated government point of contact for this acquisition.
