This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The US Army Contracting Command, Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following services for the maintenance and software upgrades for the LDI Surveyor WS-3060 CMM System. The Laser Design, Inc. (LDI) is a private company that sells software that allows the US Army Aberdeen Test Center, APG, MD to use a Wenzel Coordinate Measurement Machine (CMM) with a laser scan head, to acquire point cloud data and to automate the scanning process. This software is copyrighted and cannot be changed by anyone else other than LDI. CLIN 0001 Base Year; POP 9 August 2011 through 8 August 2012; Contractor will provide maintenance and software upgrades for the LDI Surveyor WS-3060 CMM (Calibration of Coordinate Measuring Machine) System. The maintenance will include the following: Extended System Warranty 1 year: Parts; labor; SSC Software updates; technical support (per e-mail and phone); technician's time and expenses, system calibration and factory calibration of the laser probe. This includes free training for up to 1 persons per year and/or 1 day of advanced on-site training to coincide with system calibration. See Limited Warranty Policy section for coverage details. Add-on 2nd SLP Laser Probe to Warranty 1 years: Same as above. Hot Swap Protection: Provides loaner or replacement for laser probe, PC, and Dynamic Scanning components. Laser Design is the sole source to provide the service needed because they are the only manufacturer and the sole source in United States able to provide the services required. The associated North America Industry Classification System (NAICS) Code is 334519 and the Business Size Standard in the number of employees is 500. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, March 21, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
