AI Contract Overview

The FAA intends to award a single source contract to JVN Communications, INC. for engineering products and services supporting the Interfacility and Radar Simulator (FIRS). This complex integrated system of hardware and software was developed and maintained by JVN over a thirteen year period to meet specific FAA research and development needs. Because the FIRS tool is utilized across numerous FAA systems and requires deep knowledge of its existing software baseline, the agency has determined that JVN is the only source capable of providing the necessary enhancements and maintenance without interruption to Air Traffic Control system improvements. This presolicitation, identified by solicitation number 3008, bypasses competitive bidding due to the specialized skills and proven track record of the vendor. Other firms wishing to challenge this single source determination must provide evidence of their capabilities to Cindy Hische via email. All responses to this determination must be submitted by 1:00 P.M. Eastern Time on April 3, 2003, as telephonic inquiries will not be accepted.
