The Transportation Security Administration (TSA) plans to award a sole source contract to Datacard Group, Inc. for the provision of a specialized identity card laminate used in the Transportation Worker Identification Credential (TWIC) program. This program aims to issue secure, uniform credentials to maritime workers, complying with the Safe Port Act of 2006. Datacard Group, Inc. is the only provider of the unique holographic laminate that integrates customized security features and is compatible with the existing card printer systems utilized by the TSA for TWIC card personalization. Their product’s compatibility and the accelerated timeline required for deployment make them the most suitable and cost-effective choice for the government. The contract will be awarded without competition under the TSA Acquisition Management System, as no alternative sources can meet the technical and timing requirements. The announcement clarifies that this is not a solicitation for competing proposals but a formal notification of the TSA’s intent to contract solely with Datacard Group, Inc. The TSA emphasizes the importance of maintaining the integrity and functionality of the current TWIC system, which relies on Datacard’s unique laminate solution. Full Description

The Transportation Security Administration (TSA) intends to award a sole source contract to Datacard Group, Inc. of Minnetonka, Minnesota. The purpose of the contract award is to provide identity card laminate, which the firm has previously developed to support the Transportation Worker Identification Credential (TWIC) program. The purpose of this TSA program is to enroll and issue a secure uniform credential to the Maritime population in accordance with the Safe Port Act dated October 13, 2006. Datacard has the unique holographic laminate which contains customized features, and is used on a card printer that is manufactured by Datacard. Currently, TSA is in the critical phase of the TWIC deployment. Datacard is considered to the most advantageous source for the Government due to the following: 1) Compatibility of the laminate material and laminate spool with existing personalization system components of the TWIC System that are already being utilized to print cards, and 2) The additional cost and development time of procuring a customized laminate from another source in a short timeframe. Therefore, Datacard Group, Inc. is the only vendor available that can meet all the requirements and supply this product for the TWIC System. This announcement constitutes the intentions of the TSA to enter into a contract with Datacard Group, Inc., on a single source basis, in accordance with the TSA Acquisition Management System. Alternative products will not be considered. This is notice of contract action and is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement.
