COMBINED SYNOPSIS/SOLICITATION(COMPUTER WORKSTATION) This is a notice of intent to issue an order to MarVista Entertainment, Inc., on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1) and is for the international television programming broadcast rights. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This announcement constitutes the only notice, a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in the Request for Proposal (RFP). A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation/synopsis reference number 316480606456 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word ?quoter? substituted for ?offeror?. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-22 effective 23 NOV 2007. (1) FAR 52.212-1 (Instructions to Offerors ? Commercial Items) (JAN 2005): (a) Re para (a): NAICS 334220; small business size standard is 750 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation ? Commercial Items) (JAN 1999) with the following insertion in para (a) ?lowest priced technically acceptable quote with acceptable past performance.? Technical evaluation will be whether quoted items satisfy all requirements in CLINs 0001 thru 0003 descriptions below. This contract action for commercial items of supply incorporates DFARS 252.232-7003, Electronic Submission of Payment Requests. The most common method of electronic submission of payment requests is by Wide Area Workflow (WAWF.) Options within WAWF include a, ?stand-alone? invoice and a ?combo? that includes both the payment request and the receiving document required to validate the object of the invoice has been received in an acceptable condition. The experience of this office in the administration of electronic invoices has shown that the use of the ?combo? invoice, when available, will result in much quicker more accurate payment. The matching by the WAWF system of invoices and receiving reports individually submitted by the vendor and the receiving activity routinely cause problems because they do not appear together and must be individually matched and then verified. The use of the ?combo? does not present this problem and avoids the attendant delays associated with matching. Self registration for the use of WAWF can be accomplished at https://wawf.eb.mil/index.html . Training on the use of WAWF for the submission of invoices is available on line at http://www.wawftraining.com. (3) QUOTATIONS MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC TIME 14 MAR 2008 IN ORDER TO BE CONSIDERED. Quotations may be emailed to Fayette.White@dodmedia.osd.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you?re sending your quote via electronic means. (4) Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications ? Commercial Items) (MAR 2005) with Alt 1 (APR 2002) or indication that reps and certs are in ORCA. CLIN 0001 through 0017 ? The contractor shall provide the Government with the International Broadcast Rights in support of the American Forces Networks, for the program entitled Absolute Zero, Be My Baby, Cries in the Dark, A Decent Proposal, Enemy Within (aka Lost in the Dark), Fast Girl, Love Thy Neighbor, Night of Terror, Personal Sergeant, Rocking in the House (aka Killer Diller), Running with the Hitman (aka: Zeyda & The Hitman), Secret of the Nutcracker, Seventeen and Missing, Spirit Bear, Terrorist Next Door, Third Wish and You Did What?.
