The Department of Defense, through the Navsup Weapon Systems Support Mech, is seeking to procure three turbocharger kits under NSN 1H-9999-LLTRL6121. Due to the government lacking ownership of the necessary technical data and the impracticality of reverse engineering the parts, the agency intends to solicit and negotiate with a single source under the authority of FAR 6.302-1. Delivery for these items is specified as FOB Origin. While this notice is not a formal request for competitive proposals, interested sources may submit capability statements or quotations within 45 days of publication, or 30 days if awarded under an existing Basic Ordering Agreement. The government has determined that FAR Part 12 policies for commercial items do not apply, though parties may notify the contracting officer of a commercial alternative within 15 days. This acquisition may be subject to various Free Trade Agreements and the Buy American Act depending on the final solicitation clauses.
