The Federal Aviation Administration (FAA) is seeking interested vendors to design, manufacture, and test MALSR Light Emitting Diode (LED)/ Infrared (IR) radiation prototype lamps. This will assist the FAA in adapting LED and IR radiators into approach lighting systems in the National Air Space (NAS).The intent of this Market Survey is to identify vendors who currently have the potential to design and develop MALSR PAR-38 and PAR-56 LED/IR prototype lamps that will meet the requirement outlined below. The first phase of this Market Survey is for offerors to develop and submit a design package, based upon the draft MALSR LED Lamp Replacement Specification, FAA-E-2991, that outlines details for a design of both the MALSR PAR-38 and PAR-56 LED/IR lamps. The offeror shall meet the following qualifications: - Have a total of at least five years of LED lamp design experience, with a detailed knowledge of LED heat management, LED electrical power consumption reduction, LED binning categories, and current state of the art LED products that are commercially available. - Have five years experience in developing and manufacturing LED lamps. - Have a facility to design, manufacture and test up to 1,300 lamps per month. - Have a current staff with engineering level knowledge of the FAA's MALSR electrical/mechanical interfaces and detailed knowledge of the MALSR light output, beamshape, and color requirements. - Have the capability to design the electrical and mechanical interface between the newly designed LED/IR prototype lamps and the MALSR lamp holders. The information provided shall discuss how the LED/IR MALSR lamps will meet the following the FAA-E-2991 requirements, specifically; FAA-E-2991 Requirement Paragraph Requirement 3.1.1 General Requirements3.1.2.1 Beam Pattern3.1.2.2 Average Intensity3.1.2.3 Intensity Extremes3.1.2.5 Chromaticity3.1.2.6* Infrared Energy Output and Beamshape3.1.5 Power Demand3.2.2 General Requirements3.2.2.1 Beam Pattern3.2.2.2 Average Intensity3.2.2.3 Intensity Extremes3.2.2.5 Chromaticity3.2.2.6* Infrared Energy Output and Beamshape3.1.5 Power Demand3.3.1.1 Input Voltage3.3.1.2 Input Frequency3.3.1.3 Voltage Harmonic Distortion3.3.1.4 Voltage Variation3.3.1.5 Current Harmonic Distortion3.3.1.6 Power Factor3.3.2.3 Power Outage3.3.3 Response Time3.9.5 Thermal Design Table 1. Proprietary information/data may be submitted and will be handled according to FAA procedures. Only interested parties who can comply with and meet all requirements called out in this Market Survey should respond. Vendors must submit a traceability matrix to requirements outlined above that indicate how the requirements will be met. Individual company responses will not be disclosed to other vendors. The FAA's Lighting Systems Group future plan is to transition to a more reliable MALSR system using Light Emitting Diodes (LED) and Infrared (IR) technologies. This Market Survey will determine if the technologies can be used to meet all of the requirements outlined above and aid in the specification requirement's development. All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for proposal. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Any information provided under this request for comments is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used. Responses must be received no later than 1:30 PM local time 30 April 2008. The FAA prefers that all submittals, including attachments, be submitted electronically to the following email address:
