The U.S. Army Medical Acquisition Activity plans to award a limited source contract to Conexus, Inc. for sustainment support services of the PMITS/PlexusD software suite, which includes proprietary software and hardware used within the Defense Health Support Systems. This contract covers the maintenance and sustainment of the distributed PMITS/PlexusD Version 1.0.3 application, as well as Information Assurance sustainment for PMITS Web application Version 2.0.4 across multiple environments. An optional task includes developing and sustaining an IA compliant distributed PMITS/PlexusD application. The period of performance is set for a 12-month base with two 12-month option periods. Conexus, Inc. holds exclusive rights to the PMITS/PlexusD source code and has not licensed these rights to any other entity, making it the sole provider capable of maintaining and sustaining the system legally and effectively. Because access to the proprietary source code is critical for troubleshooting and updates, no other vendors are authorized to perform these services. Although other firms may submit written interest by July 11, 2013, the government may proceed with a sole source award to Conexus if no viable alternative providers are identified. This action is supported by market research and the restrictions imposed by the software’s licensing agreement.

Conexus has not licensed the resale right to maintain or sustain the PMITS/PlexusD Application to any other contractors. The PMITS/PlexusD application is developed by and sold by only one vendor; Conexus. Under the terms of its standard commercial license, the developer of PMITS/PlexusD Software, Conexus, retained the data rights to the PMITS/PlexusD source code.
