The State Department's Bureau of African Affairs, Regional and Security Affairs (AF/RSA) intends to negotiate a sole source contract with MPRI to provide mentoring and maintenance of communications equipment supporting the Tripartite Fusion Cell Program. This program aims to build intelligence fusion capabilities for the Democratic Republic of the Congo, Uganda, Rwanda, Burundi, and the United Nations Mission in the DROC, enabling them to convert raw data into actionable intelligence to support multinational peace operations. The contract includes specialized training focused on intelligence fusion cell operations, the intelligence cycle, all-source intelligence fusion, order of battle, intelligence preparation of the operational area, and the development of intelligence estimates and warning indicators. The sole source award is justified under FAR 6.302-1(a)(2)(ii), as MPRI is the original source with unique expertise and equipment, making competition either cost-prohibitive due to substantial duplication or likely to cause unacceptable delays. Although this announcement is not a request for competitive proposals, the government will consider any responses submitted by the specified deadline to determine whether competition is necessary. Interested vendors must submit capability information via email or fax by June 28, 2007, for consideration, with all correspondence directed to the Contract Specialist, Jason A. Porter.
