Full Description

This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. PST Operational Maintenance: The Contractor shall perform various maintenance services to support environmental compliance of both the above-ground storage tanks (AST) and underground storage tanks (UST). These services will include by category: 1. Category 1 Tasks Tank and line testing, Trouble shooting equipment Inspection of equipment Installing signs associated with tanks Testing of equipment Transporting fuel or water 2. Category 2 Tasks Sampling soils and ground water Emptying tanks and/or removing water Repairs or replacement of monitoring equipment Minor repairs/replacement of fuel tank sensors For the purposes of this contract it is assumed that there will be twenty-eight (28) Category 1 tasks and eighteen (18) Category 2 tasks. Larger support efforts such as construction of secondary containments, moving of tanks, and excavation and disposal of soils, if needed, will be contracted separately. Petroleum Storage Tank Operational Maintenance Support (Optional) PST Operational Maintenance: The Contractor shall perform various maintenance services to support environmental compliance of both the above-ground storage tanks (AST) and underground storage tanks (UST) as described in Section above. For the purposes of this contract option, it is assumed that there will be five (5) Category 1 tasks and five (5) Category 2 tasks.
