The contract involves the procurement of a single unit of a top blowout panel (NSN 1H-9999-LLCMB2572, TDP VER 003) with delivery terms FOB origin. It is a non-competitive, sole-source negotiation where the government intends to negotiate exclusively with one source, though interested parties may express interest or submit quotes before the award date for consideration. The government holds full rights to the technical data package, which is complete and unrestricted, allowing for potential full and open competition. The acquisition is 100% set aside for small business concerns with specific set-aside clauses related to various small business categories, including HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, women-owned under federal programs, and minority institutions. This procurement is managed by NAVSUP Weapon Systems Support Mech, located in Mechanicsburg, PA, with a response deadline of May 11, 2026. Interested contractors, including those not currently approved sources, are encouraged to express interest through the NAVSUP Business Opportunities portal. The government is not using FAR Part 12 commercial item acquisition procedures for this solicitation but remains open to considering commercial item offers within the 15-day interest period. Supporting documentation like military and federal specifications can be obtained through DODSSP or online services such as ASSIST-Online. The primary point of contact for this contract is Brett A.
