The U.S. General Services Administration’s Federal Technology Service plans to issue a sole source contract to Raytheon Corporation under FAR 6.302-1, citing Raytheon as the only responsible source for PATRIOT replacement parts and related services. This procurement aims to establish an alternative source for the repair or replacement of IT equipment essential to the operation of the PATRIOT Software Test Facility (PSTF) and the PATRIOT Conduct of Fire Trainer (PCOFT) at the Software Engineering Directorate. The contract includes acquiring, repairing, and managing equipment necessary for the PATRIOT testbed, with an emphasis on maintaining warranty integrity and government-approved cost thresholds for repairs. Under this arrangement, Raytheon is required to provide estimates for repair costs, material purchases, packaging, and shipment before proceeding, ensuring costs remain within agreed limits or else require contract modification. The contractor will also supply labor to support administration and supply chain management activities tied to the repair and procurement of parts, with the government retaining the ability to modify the list of required equipment as priorities change. This notice primarily serves to assess the appropriateness of a sole source award and evaluate market competition, inviting interested parties to submit inquiries and information for consideration before a final decision is made.
