The Washington Army National Guard (WARNG) based at Camp Murray, Washington, plans to award a firm fixed price purchase order without full and open competition, citing that only one responsible source can fulfill the agency's requirements. The contract is for portable chemical latrine rental services to support the Washington National Guard Annual Training held at Yakima Training Center in Yakima, Washington, during November 2010. SKOOKUM EDUCATIONAL PROGRAM has been identified as the sole authorized vendor for this service at the training center, as it is the only company currently authorized to work directly with the WAARNG in this capacity and holds NIB/NISH certification. Consequently, a determination was made not to compete the procurement.
