The Federal Aviation Administration intends to award a non-competitive, single-source contract to Dyne Systems, Inc. under the Simplified Purchase Method. This procurement is for the purchase of an additional dynamometer for the Airport and Aircraft Safety Group's Fuel and Fuel Systems Safety Team at the William J. Hughes Technical Center. The equipment must feature hardware specifications and proprietary software identical to the existing system to ensure compatibility with current digital dynamometers, throttle controllers, and data acquisition hardware. Because Dyne Systems is identified as the only manufacturer capable of providing a compatible system, a competitive solicitation is not being issued. However, the FAA has provided a brief window for other firms to contest this single-source determination by submitting evidence of their capabilities to Jason Kuo by September 9, 2011. This announcement serves as a formal notification of intent and is not a request for proposals or unsolicited bids.

This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. In accordance with the FAA Acquisition Management System (AMS) 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with Dyne Systems, Inc via single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) intends to award a non-competitive contract to Dyne Systems, Inc, under the Simplified Purchase Method to provide the Airport & Aircraft Safety Group in support of Fuel and Fuel Systems Safety Team to purchase another Dyne Systems, Inc dynamometer with similar hardware specifications and identical proprietary software as existing dynamometer used by the FAA Fuel and Fuel Systems Safety Team. The existing digital dynamometer and throttle controllers are compatible with Dyne Systems' dynamometer. The FAA data acquisition and control software and hardware systems were also configured to operate with Dyne Systems' dynamometer controllers. Drive shaft, rpm, torque, and various other sensors are configured for use with this dynamometer. Dyne Systems is the only manufacturer of dynamometer that is compatible with FAA's existing system. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly. All responses must be directed to Jason Kuo via email (contact@example.gov) by 2PM Eastern Standard Time, on Friday, September 09, 2011. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) and the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks white papers and proposals for applied research and development to address future air transportation challenges. The scope of work is divided across five primary program branches: Fire Safety, Airport Technology R&D, Software and Systems, Structures and Propulsion, and Separation Standards Analysis. Key research interests include airport pavement design and monitoring, cybersecurity and communication for Autonomous Ground Vehicle Systems (AGVS), and pilot decision-making frameworks. Awards may take the form of purchase orders, contracts, agreements, or Other Transaction Agreements (OTA). Selection is based on scientific and technical merit, relevance to the FAA mission, and funds availability, rather than a competitive ranking against other proposals. While cost is not scored, the FAA performs a detailed analysis for reasonableness and affordability. Most projects are anticipated to be funded annually for a period not exceeding three years, with rough order of magnitude estimates varying by topic, ranging from $100,000 per year to over $1.2 million per award. Offerors must be registered in the System for Award Management (SAM) and submit proposals in two volumes: a technical volume limited to 25 pages and a price/cost volume limited to 10 pages.
