Mountain Home Air Force Base is conducting market research to explore potential contractors for providing comprehensive aircraft maintenance services for both Republic of Singapore Air Force (RSAF) F-15SG and United States Air Force (USAF) F-15C/D and F-15E aircraft. The contractor will be responsible for providing personnel, supervision, and services necessary to maintain these aircraft, excluding government-furnished property and services. Tasks include coordination, maintenance, servicing, ground handling, inspections, repairs of aircraft, engines, components, and associated mission support equipment. Additional responsibilities comprise flying and maintenance scheduling, database management and analysis, operation of a maintenance operations center, maintenance training, and other specialized support functions, all under the guidance of the 366th Maintenance Group. This group currently manages over 70 F-15 aircraft and is preparing for the integration of up to 20 RSAF F-15SG aircraft, which differ mainly in avionics and engine models. The contractor's role extends to supporting the entire 366th Fighter Wing in partnership with USAF and RSAF maintenance specialists, except for a few specified positions related to JEIM Support Equipment Specialist and operations. The market research initiative aims to gather information on commercial maintenance practices and standards relevant to this extensive mission. Prospective firms are invited to participate by submitting market research questionnaires and engaging in discussions regarding these practices. The effort is intended to ensure alignment with commercial and industrial standards while fostering integration between contractor and military maintenance teams. Firms interested in bidding must notify the contract specialist by specified deadlines and provide detailed organizational information. A draft Performance Work Statement is available for review to assist interested parties in understanding the project's scope and requirements.

Mountain Home AFB, ID is seeking information for market research purposes for the acquisition of Aircraft Maintenance Services. The resulting contract will require the contractor to provide personnel, supervision and services necessary to maintain Republic of Singapore Air Force (RSAF) F-15SG and United States Air Force (USAF) F-15C/D and F-15E aircraft based with the 366th Maintenance Group (366 MXG), located at Mountain Home AFB (MHAFB) except for those government furnished property and services. The contractor shall provide personnel, supervision and services necessary to maintain Republic of Singapore Air Force (RSAF) F-15SG and United States Air Force (USAF) F-15C/D and F-15E aircraft based with the 366th Maintenance Group (366 MXG), located at Mountain Home AFB (MHAFB) except for those government furnished property and services. The contractor shall provide coordination, maintenance, servicing, ground handling, inspection, and repair of all assigned MHAFB aircraft, aircraft components, engines and associated mission support equipment. Additionally, the contractor shall provide flying and maintenance scheduling, database management and analysis, centralized control (a maintenance operations center), maintenance training functions and specialized support functions in accordance with the PWS. The 366th Maintenance Group is responsible for maintenance of all 70+ assigned F-15C/D, F-15E and two trainer aircraft, associated aircraft systems, support equipment and munitions. The RSAF build-up will add an additional 10 F-15SG aircraft with a possible surge to 20 aircraft for short periods of time to the MXG total. The F-15SG is a similar version to the USAF F-15Es; two major differences include a different avionics package and GE 110-129C Engines. The Group develops flying and maintenance schedules to execute an annual flying hour program for more than 12,300 sorties and 16,900 flying hours. It also executes deliberate and contingency war plans, ensures weapons standardization and quality assurance, and conducts training for maintenance personnel. The purpose of this requirement is to integrate contractor maintenance specialists with USAF/RSAF maintenance specialists. In doing so, the contractor will provide support functions for the entire 366 Fighter Wing (FW) and will not isolate itself only to supporting RSAF operations, with the exception of the JEIM Support Equipment Specialist, AMU, OPS and OSS positions. The purpose of market research will be to determine the common practices used in the commercial marketplace and the commercial/industrial standards the work must meet. Respondents will be requested to complete a market research questionnaire, either verbally or in writing, or both, and to participate in verbal discussions concerning commercial practices. Any firms wish to participate in the market research may notify SrA Donovan Wall of their interest by fax at (208) 828-6486, email at Donovan.wall@mountainhome.af.mil , or by mail, by 21 Sep 07. A DRAFT Performance Work Statement is attached for review.
