This memorandum announces an upcoming Request for Information (RFI) from the Air Armament Center at Eglin Air Force Base, intended to gather input from industry and academia on materiel approaches for Integrated Unit Base and Installation Protection (IUBIP). The RFI, expected to be released around mid-June, will support a Capabilities Based Assessment (CBA) for protection solutions spanning 2012 to 2024. This assessment involves a detailed analysis of functional areas, needs, and solutions focused on the joint protection framework of Detect, Assess, Warn, Defend, and Recover. The goal is to identify potential capability gaps and seek innovative ideas to address them, although there is no current obligation on the government to acquire any products or services based on the information submitted. The RFI is strictly for planning and informational purposes and does not represent a solicitation or an offer for contract award. No funding has been authorized or will be provided for responses, and the government retains the right to reject any or all inputs received. Information gathered through this process may be used to develop Initial Capabilities Documents (ICDs) but does not create any entitlement for payment or negotiations toward a contract. Interested parties are encouraged to participate proactively to contribute ideas that may shape future protection capabilities for joint defense installations. The point of contact for this effort is Mr. Roger Allen Stevens at Eglin AFB.

MEMORANDUM FOR INTERESTED PARTIES From: AAC/PKZA 205 West D Ave. Suite 467 EGLIN AFB FL 32536-6864 SUBJECT: Request for Information (RFI) Pre-Notification Notice, No Cost to Government RFI for Integrated Unit Base and Installation Protection (IUBIP). 1. This is an announcement to inform industry and academia of the intent to release a No-Cost-to-Government RFI (expected to be released mid-June), to provide Ideas for Materiel Approaches (IMAs) as part of a Capabilities Based Assessment (CBA) for IUBIP. 2. In order to develop joint approaches for protection solutions for the period of 2012-2024, the Joint Defense Community is considering the IUBIP CBA. This CBA includes a Functional Area Analysis (FAA), Functional Needs Analysis (FNA) and Functional Solution Analysis (FSA), using the joint protection construct of Detect, Assess, Warn, Defend and Recover. 3. At the completion of the FNA, potential capability limitations for the IUBIP will be identified for the years 2012-2024. Industry and academia participation are requested during the subsequent FSA for the production of IMAs. 4. The (RFI) will be for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not plan to award a contract based on the responses from the RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs of charges by the Government will arise as a result of contractor submission of responses to the RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from the RFI. The RFI will not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be utilized by the DoD in developing its Initial Capabilities Documents (ICD?s).

Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.
