Solicitation FA3020-07-R-0014 was a public-private competition conducted under OMB Circular A-76 to determine the most cost-effective provider for Base Operations Support services at the Sheppard AFB Fitness Center in Texas. The process involved a comprehensive Request for Proposal and multiple amendments to refine the Performance Work Statement, update federal employee fringe benefit cost factors, and adjust pricing schedules. The scope of work included a five-month phase-in period, a two-month base performance period, and potential option years extending through September 2018, utilizing a mix of Firm-Fixed-Price and cost-reimbursable CLINs for operations, travel, and equipment modernization. The competition affected approximately 19 Department of Defense positions, including 5 civilians and 14 military personnel. Following the evaluation of agency and private sector proposals, the final decision determined that government personnel were the most cost-effective service provider. No contests or protests were received regarding this decision. The process was overseen by the Department of Defense Competitive Sourcing Official, Mr. Wayne Arny, and the Department of the Air Force Component Competitive Sourcing Official, Lt Gen Richard Y. Newton.
