The U.S. Geological Survey issued a special notice regarding the Small Business Outreach Event in Denver, which was initially cancelled due to a federal government shutdown on January 19, 2018. Following the passage of a continuing resolution that reopened government operations, the agency announced plans to reschedule the full two-day event. To accommodate those already traveling, an abbreviated one-day session was scheduled for January 24, 2018. Under solicitation number 140G0118Q0079, the agency offered attendees the opportunity to schedule personalized one-on-one sessions with a Small Business Specialist to discuss corporate capabilities and review the USGS Advance Procurement Plan. This notice serves to coordinate the revised agenda and manage attendee participation following the disruption caused by the lapse in appropriations.

Full Description

Due to the lapse in appropriations on January 19, 2018, USGS made the decision yesterday while conducting shutdown activities to cancel the Small Business Outreach Event to be held in Denver this week. Shortly after cancelling the event, Congress authorized and the President signed a continuing resolution reopening the Government. Operations at USGS resumed this morning. Yesterday's decision to cancel the event was the only prudent course of action given regulations surrounding the conduct of Federal employees during a shutdown. Federal employees were scheduled to travel to Denver for the event yesterday, and at the time there was no way to know how long the Government shutdown would last. We recognize this last-minute change caused disruption in travel plans and apologize for the inconvenience. In order to remedy the situation, the Government plans to reschedule the full two-day outreach event in the near future. However, for those already in Denver or in the process of traveling to Denver today, an abbreviated one day event will be held tomorrow, January 24, 2018. The revised agenda is being developed and will be emailed out as soon as possible. Further, any attendee is welcome to schedule a personalized one on one session with the USGS Small Business Specialist to review your corporate capabilities and identify which procurements on the USGS Advance Procurement Plan may be of interest to your firm. Please respond to this email with a copy to Tracy Meeker if you plan to attend tomorrow. Again, we apologize for the inconvenience this situation has caused. USGS appreciates your interest in our procurements and our Small Business Program.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
