99--SOLE SOURCE ANNOUNCEMENT FOR CLOUD TO GROUND LIGHTNING DATA

The Federal Aviation Administration (FAA) intends to award a single source contract to VAISALA INC, 194 South Taylor Avenue, Louisville CO 80027 for delivery of cloud to ground lightning for the geographic region of the CONUS, Puerto Rico and the USVI (Zone 1). The contract is for a term of six months commencing on or about July 7, 2010 with one six month option. The estimated price of the contract including the option period is $268,796. This data is for use by the Automated Lightning Detection and Report System (ALDARS). The basis for this single source procurement is: (a) the current FAA contract with the present provider of cloud to ground lightning data expires on July 7, 2010. Vaisala Inc. is the sole contractor able to supply the lightning data to the FAA without an interruption of service and the expenditures of inordinate funds. (b) this sole source procurement will afford the FAA the time necessary to conduct a permanent competitive procurement.
